Over the next decade, Franky, Tom, and Iceburg tirelessly worked on building the train and an additional three lines for its travel. These efforts not only redeemed Tom in the eyes of the people of Water 7 and the stationed Marines, but also earned him a pardon from the Navy as a deserving recognition for his exceptional craftsmanship.

Unfortunately, this triumph was short-lived. Spandam, the head of CP5 at the time, manipulated the Battle Frankies to launch an attack on Water 7, falsely implicating Tom in the process. Despite Tom's Workers preventing extensive damage, his reputation plummeted once again, leading to his death sentence. Spandam's motivation behind this deceitful plot was to gain access to the blueprints for Pluton, an Ancient Weapon that had been passed down to Tom by the shipwrights of Water 7 over the years. Acting on behalf of the World Government, Spandam aimed to seize control of this valuable battleship. Consumed by guilt for his role in creating the Battle Frankies and unwilling to accept his mentor's fate, Franky struck Spandam with his pistol as he escorted Tom to Enies Lobby, where the sentencing would occur. In a desperate attempt to stop the Puffing Tom, Franky even stood in its path, resulting in severe injuries and being presumed dead for years to come.

Taking matters into his own hands, Franky established the Franky Family, recruiting individuals whom he had bested in battle with his augmented body, and formed his own criminal organization in the streets of Water 7. Gradually, Franky rose to power as the leader of the city's underworld, targeting pirates and passing ships to supplement his income. Throughout his rule, he carried the burden of guilt over Tom's death and sought redemption through his criminal actions. By coordinating criminal activities and absorbing the citizens' animosity, Franky aimed to protect Water 7 and preserve Tom's legacy. He also diligently worked and saved money with the dream of purchasing the coveted Adam Wood to build his ultimate ship. Finally, his aspiration came to fruition with the arrival of the Straw Hat crew.
