According to these texts, shortly after the formation of the World Government, the 20 Rulers gathered together and placed their weapons in front of the Empty Throne to symbolize their equality and the absence of a true ruler.

The majority of the families that made up the Founding 20 relocated to Marijoa and became Celestial Dragons. However, there was one monarch who chose not to become a Celestial Dragon and instead returned to their homeland to continue serving their people. That monarch was Queen Lily of Arabasta.

Despite her decision to remain in Arabasta, Queen Lily's reign and any records of her rule mysteriously vanished. Instead, her brother took over as the monarch of Arabasta.
