The World Government, known for its corruption, has been deceiving the people it governs for centuries. Their tactics include committing heinous acts, such as killing powerful figures, manipulating historical records, and even wiping out entire nations, all to keep their secrets from being exposed. The organization was formed when twenty rulers banded together to destroy the Great Kingdom, which they viewed as a threat. After succeeding in their mission, they established the World Government. Nineteen of the rulers placed their swords around the Empty Throne as a symbol of their unity and equality, with no one ruler above the others.
The Missing Sword
Nefertari Lily, queen of Alabasta, made the unconventional decision to reject the offer of staying in Marijoa and returned to her homeland. Despite the immense power wielded by the Celestial Dragons, Lily had her reasons for not placing her sword around the throne. In One Piece Chapter 1085, it was revealed that Lily belonged to the enigmatic D family, natural enemies of the Celestial Dragons who are considered gods in the One Piece universe. Imu, the highest authority in the World Government, revealed that members of the D family had opposed them in the past, and that Lily had made a grave mistake which led to the release of the Poneglyphs. However, it is unclear whether this was a genuine blunder or a calculated move by Lily, given her status as a member of the D family. It is also possible that Imu, aware of Lily's intentions, ordered her assassination which prevented her from returning to Alabasta.
The Successor
Lily initially joined the other rulers, but later changed her mind after meeting Joy Boy who revealed the true intentions of Imu and the significance of being a D. She believed in the importance of releasing the Poneglyphs to educate the world about the truth. Sadly, Lily was unable to return and was killed, but she left behind a letter which was discovered by Nefertari Cobra. Unable to reveal the information himself, Cobra implored Sabo to inform Vivi and Luffy of their lineage. Meanwhile, Vivi was held captive by CP0 and faced the possibility of becoming a Celestial Dragon's pet until Wapol unexpectedly rescued her by breaking through a wall.
Vivi's Duty
Vivi's pivotal role in the story is undeniable after the revelation of Nefertari Cobra's death. As the new leader of Alabasta, she possesses the necessary qualities to guide her country towards a brighter future. Her unwavering courage and selflessness during the Alabasta arc has earned her the trust and support of her people. However, Vivi's safety is in jeopardy as the World Government has marked her as a threat. Her recent escape from CP0's clutches with the help of Wapol has bought her some time, but the danger remains. The outcome of the events on Egghead Island will determine Vivi's next move. Should the Straw Hats emerge unscathed, it's possible that Vivi may join forces with them for protection. As an honorary member of the Straw Hats, her return to the crew would make sense and further solidify her importance in the plot.
