What Is The Phantom Room?

The guards, realizing they lacked enough manpower to cover the entire Pangea Castle, blamed the disappearance of their colleagues on the Phantom Room. According to one guard, those who had seen the mysterious room were erased without a trace.
Parallels To Impel Down
The similarities between Pangea Castle and Impel Down are not lost on observant fans. In the Paramount War Saga, Luffy infiltrated Impel Down to rescue his brother Ace, but faced numerous obstacles, including the formidable head warden Magellan. After being defeated by Magellan, Luffy was imprisoned in Level Five until his friend Bon Clay, disguised as Hannyabal, came to his aid. During their escape, Bon Clay heard rumors of disappearances within the prison cells, which were later revealed to be the work of Ivankov and the Revolutionary Army, who had established their own section of the prison called Newkama Land on Level 5.5.
The disappearances within Pangea Castle, however, are different. They are not the result of freedom fighters seeking to overthrow the Celestial Dragons, but rather the work of the Celestial Dragons themselves. Visitors to the Room of Flowers are often greeted by the fluttering wings of butterflies. It is here that Imu spends most of their time, surrounded by the beauty of nature. It is said that in this very room, Imu cut up posters of Blackbeard, Luffy, and Shirahoshi, but kept the poster of Vivi.
If anyone were to catch a glimpse of the Room of Flowers, their existence would be immediately erased, as nobody can know about the existence of Imu. The Five Elders emphasize in One Piece 1084 that Imu must remain a secret, as they are the true sovereign of the entire world. Even the guards are not allowed to see Imu inside the Room of Flowers, as rumors could spread and the room could become known as the Phantom Room.
Underground Chamber
Aside from the Room of Flowers, there are other areas in Pangea Castle that may hold the title of Phantom Room. One of these locations is the Underground Chamber, a mysterious place where the deepest secrets of the One Piece world are believed to be kept. Fans were given a glimpse of this chamber during the Reverie arc when Imu was seen carrying shredded posters of Shirahoshi and heading towards the Underground Chamber. This underground location remains shrouded in mystery, leaving fans to speculate about what other secrets it may hold.
The Underground Chamber is believed to hold secrets from the Void Century, as hinted by Imu's sighting of a giant Straw Hat inside the chamber.
