The Saga of the Seaside Inn quest is given by Johnny and can be started as early as Chapter 7: Those Left Behind. Johnny is seeing double after Yuffie's shenanigans, and now it's your job to locate his ninjutsu copies. Here are the tasks you will need to complete:

Locating Refurbishment Materials and Ziplines
To begin the Seaside Inn quest in the Final Fantasy 7 Rebirth Saga, make your way to the designated area in the outdoor resort west of Costa del Sol. Upon arrival, you will encounter a pair of Johnnys who will task you with collecting the Refurbishment Materials. These materials can be found inside crates located near the ziplines. Navigating to the desert
If you aim to finish The Saga of the Seaside Inn in Final Fantasy 7 Rebirth, your next task is to rendezvous with Johnny near the Borderland. Located at the river dividing the North Corel beaches from the South Corel desert, there is a slight hitch - you are unable to access the desert in Chapter 7.

Travel along the mountain path that leads to the Corel Mines.
Make your way to North Corel.
Ride the cable car to the Gold Saucer. Enjoy a lot of minigames in the meantime.

Upon reaching the desert, you will have access to the Buggy for transportation. To find the Tonberry King, who is a Dangerous Fiend, you must first discover all six Lifesprings in the Corel region. Once you have located the Tonberry King's whereabouts, make your way there to initiate the battle.
In any case, here's what you need to know about the Tonberry King Pristine Crown in Final Fantasy 7 Rebirth:
Note that the Tonberry King in Final Fantasy 7 Rebirth is a deadly opponent, and its capabilities have become a meme over the years. Basically, it has a one-hit kill knife attack, and this can easily ruin your day. It also has abilities that can bind/stun characters, or summon regular Tonberry mobs... that also have one-hit kill stab attacks.
If you defeat the Tonberry King without stealing its crown, you will receive the Marred Crown.
To obtain the Pristine Crown, bait the Tonberry King into doing a knife attack. Then, perform a perfect dodge at the last second to avoid it, causing the Tonberry King to lose its crown.
While the crown is on the ground, quickly use the Steal materia to grab it. Make sure you do this before the boss reaches the crown or it'll just pick it up.
Defeat the boss afterward.

Completing the Saga of the Seaside Inn Rewards
Return to Johnny in the Borderland after obtaining a crown and hand it over. Next, head back to Costa del Sol and speak with the original Johnny to finish the Saga of the Seaside Inn quest in Final Fantasy 7 Rebirth.
In return for your hard work, you will be rewarded with the standard gil, character XP, and party XP. It is worth noting that the rewards appear to be more generous if you choose to offer the Pristine Crown. Additionally, you will also earn bonus relationship points/affinity with Yuffie.
