Players need to have initiated the "Regional Phenomena" main quest and successfully completed at least one of the four boss battles in order to unlock the availability of "A Deal With the Statue." Once these requirements are met, proceed to Lookout Landing in Central Hyrule using the Lookout Landing Skyview Tower and locate the Emergency Shelter.

The entrance to the Emergency Shelter is a sizable hole situated in the center of Lookout Landing. If the doors are not open, players must engage in conversation with the guard nearby. Afterwards, they can leap inside and discover Jerrin, a cleaning lady, diligently sweeping in the corner adjacent to a small hole in the wall.

Upon talking to Jerrin, she reveals that she has heard a mysterious voice emanating from the depths of the hole. Consumed by fear that the voice may belong to a malevolent demon, players have the opportunity to offer their assistance by venturing into the hole to investigate. When Link first interacts with The Forbidden Horned Statue, it will confiscate one of his heart vessels, initiating the "A Deal With the Statue" side quest. The transaction entails the player selling a Heart or Stamina vessel to the statue for 100 Rupees, with the option to repurchase either vessel for 120 Rupees. This arrangement allows players to exchange a Heart or Stamina vessel as needed for a minimal fee of 20 Rupees.

After the Forbidden Horned Statue finishes speaking, completing "A Deal With the Statue," players have the option to go back to the Emergency Shelter and inform Jerrin about their findings to complete the "Who Goes There?" quest.
