The absence of Keldeo in Pokemon Scarlet and Violet may hint at its potential inclusion in a future Pokemon Legends game, possibly as the titular Legendary Pokemon.
The Resolute Form of Keldeo represents its development as a member of the Swords of Justice, setting it apart from the rest of the group. Perhaps Game Freak's decision to introduce Paradox forms for the other members aims to establish equilibrium within the group and offer different variations for all four members.
Now that it appears the Legendary Beasts trio and the main three members of the Swords of Justice will be receiving Paradox forms in Pokemon Scarlet and Violet, there is one Pokemon missing from the latter. This absence may or may not be hinting at future developments. While it may surprise some Pokemon players, it should be noted that the Swords of Justice were never introduced as a trio in the series. In addition to the three members based on The Three Musketeers, there is also Keldeo, raising the question of whether it will also receive a Paradox form despite there only being three Legendary Beasts.
Considering that the Legendary Paradox Pokemon introduced so far have always come in pairs, such as Virizion and Suicune, and Cobalion and Raikou, it is likely that Pokemon will eventually announce the Paradox forms of Terrakion and Entei together. However, it is worth mentioning that Keldeo already has its own second form, the Resolute Form, which was introduced in Pokemon Black 2 and White 2. The absence of Keldeo in Scarlet and Violet may not solely be due to this technicality. There are rumors circulating about a second Pokemon Legends game set in Unova, and it is possible that Game Freak is intentionally holding Keldeo back for now.
Keldeo's Absence Could Be Intentional
Keldeo, a member of the Swords of Justice, is portrayed as the youngest and least experienced of the group, but it grows to become just as skilled as the others. This development is highlighted in Pokemon the Movie: Kyurem vs. the Sword of Justice. Keldeo's Resolute Form represents its transformation into a true member of the Swords of Justice, despite its type combination remaining the same and relying on its signature move Secret Sword. However, Keldeo stands out among the Swords of Justice because it has a second form unlike the others, until the release of Pokemon Scarlet and Violet.
Therefore, it's possible that Game Freak included the remaining three members of the Swords of Justice, along with Entei, Raikou, and Suicune, in Scarlet and Violet's Legendary Paradox Pokemon due to this discrepancy. Cobalion and Virizion have already been confirmed to receive Paradox forms, and once Terrakion receives its own, all four members will have alternative forms, balancing them out. Additionally, the choices for a trio to pair with the Legendary Beasts are limited, as Generation 8 introduced regional forms of the Legendary Birds, two new Regis, and one Force of Nature, leaving only the Swords of Justice untouched.
Keldeo's Absence Might Not Be Intentional
However, if the Swords of Justice were the only option for Game Freak's Legendary Paradox Pokemon, it's unlikely that they didn't consider Keldeo. Keldeo, which appeared in both Gen 5 games and had its Resolute Form introduced in the sequel, is arguably the most important and well-known of the quartet. The fact that Keldeo has been completely omitted from Scarlet and Violet suggests a reason behind it, as it hasn't been made available through trading, transferring, in-game events, or Tera raids like Mew and Mewtwo.
One possible reason for this exclusion could be the anticipation of a new Pokemon project announcement once the DLC for Scarlet and Violet is completed. Furthermore, considering the traditional remake order, many players are expecting a new Pokemon Legends game to coincide with the Gen 5 remakes. It's possible that Keldeo has been left out of Scarlet and Violet because Game Freak intends for it to have a significant role in the potential sequel to Pokemon Legends: Arceus. It might even become the titular Legendary Pokemon of a game called Pokemon Legends: Keldeo.
