Who is Catarina Devon in One Piece?

After being captured by the Navy and imprisoned in Impel Down, she became one of the Level 6 inmates who joined forces with the Blackbeard Pirates. This occurred after Marshall D. Teach successfully attacked the prison and recruited its cruel Head Jailer, Shiryu. Alongside Teach and the rest of the crew, Devon played a role in the latter stages of the Paramount War. It was during this time that the Blackbeard Pirates arrived to take advantage of a weakened Whitebeard and acquire the abilities of his Tremor-Tremor Fruit.
Two years later, Teach, now one of the Four Emperors, sets sail for Amazon Lily with Devon and Vasco Shot. The enigmatic and enticing Fabrio-phase, guarded by the notorious Egghead. Excitement filled the air as Sanji eagerly grasped the handles of the VegaTank, preparing to dive headfirst into the unknown. Little did he know, fate had something peculiar in store for our heroes.
Franky and his crewmate were seen performing the same action in the exact same position, making it seem as though they had instantly switched or were the same person. This sparked speculation among One Piece fans that the individual who took hold of the VegaTank was actually Catarina Devon, who had the ability to mimic the appearances of both Sanji and Franky through her Devil Fruit powers.
This theory is further supported by the fact that the Blackbeard Pirates divided themselves into three separate groups. One group launched an attack on the Heart Pirates on Winner Island, while another group remained stationed at Hachinosu, their hideout island. Devon, not being part of either the first or second group, appears to be one of the officers dispatched to Egghead. Moreover, it is a widely recognized fact that Sanji frequently encounters difficulties when he is in the company of women.
Following Zeff's teachings, Sanji made a solemn vow to never harm or witness harm inflicted upon women, irrespective of the circumstances. However, this principled commitment has frequently landed him in difficulties, evident from his encounters with Black Maria and her subordinates in Wano, as well as Kalifa in Enies Lobby and Viola in Dressrosa.
Despite Sanji's superior fighting skills compared to Devon, he remains susceptible to falling into her trap. Such an occurrence would instantly expose her disguise, unveiling her as a shape-shifting imposter. Additionally, as Sanji seizes the VegaTank, one can clearly observe an empty seat next to Vegapunk Atlas; however, when Franky takes hold of the vehicle, there is someone occupying the seat beside Atlas.

In the initial raw scans, it was harder to discern that Sanji had already entered the VegaTank when Franky grabbed it. However, with the high-quality scanlation, it becomes more evident. Consequently, this disproves any theories regarding Devon's role in the situation.
Sanji, Franky, Vegapunk, and Atlas faced a greater danger from Kizaru's laser attacks rather than worrying about their own shapeshifting abilities. Fortunately, Luffy came to their rescue just in time with his incredible Gear 5 transformation, redirecting Kizaru's assault.
