Despite their skills, they paled in comparison to Vegapunk's unmatched genius. Consequently, the World Government was compelled to take action and recruit him.

Although Vegapunk disapproved of the organization's methods, he could not reject the opportunity due to the abundant funding and resources they provided for his projects. Since then, he has tirelessly worked on creating new inventions for the benefit of his employers. Vegapunk's creations have significantly aided the World Government and its affiliated organizations. One such example is his development of a method to allow the Marines to safely navigate Sea King-infested waters by coating ship bottoms with Seastone. Additionally, Vegapunk designed the Pacifista, a group of cyborgs modeled after Bartholomew Kuma, to assist the Marines and other groups in combating criminals. Their deployment during the Marineford battle resulted in immense destruction. The Seraphim were unveiled during a intense battle involving the Kuja Pirates, Marines, and Blackbeard Pirates. The Marines unleashed S-Hawk and S-Snake on Amazon Lily, causing significant devastation to the entire island. There are a total of seven Seraphim, with only four names being made public: S-Snake, S-Hawk, S-Shark, and S-Bear. The remaining three are connected to Doflamingo, Crocodile, and Moria. It is evident that Vegapunk aimed to create an enhanced version of the Shichibukai. Unlike their real pirate counterparts, the Seraphim are obedient and follow orders without question. They take commands from those within the Command Hierarchy or if they possess an authority chip, making them far more dependable than regular pirates.

Vegapunk dedicated considerable effort to their development, resulting in their impressive power and intellect. The Seraphim possess Lunarian traits due to King's Lineage Factor, which grants them exceptional resilience and the ability to withstand numerous attacks. Their physical strength is also formidable, allowing them to unleash havoc. A strike from S-Hawk's sword possessed enough force to slice off a portion of the mountain in Amazon Lily. Most individuals would have stopped after granting their creations such immense power, but Vegapunk operates differently.

Battle On Egghead

Vegapunk also crafted Green Blood in order to bestow the Seraphim with the extraordinary powers of the Devil Fruit, which perfectly complemented their unique way of combat. One of the Seraphim, known as S-Hawk, received the Supa Supa no Mi, a Paramecia-type Devil Fruit that grants him the ability to morph his limbs into razor-sharp blades. Additionally, they were equipped with Kizaru's lasers, further enhancing their arsenal and enabling them to annihilate their adversaries. Many fans speculated that Vegapunk would deploy the Seraphim against the vast fleet of Marine ships. However, the scientist ultimately chose to confine the Seraphim, recognizing the risk of their potential rampage. The Seraphim were encased within resilient bubble balls infused with the energy of the sea. It would be illogical for Vegapunk to leave the Seraphim on the Egghead, as St. Jaygarcia Saturn could effortlessly sway them to the side of the World Government. Therefore, the Seraphim must be relocated from the island. There exists a possibility that the Straw Hats may take the Seraphim with them, which would be the optimal outcome benefiting both the Straw Hats and Vegapunk in their future endeavors.
