Tarek El Moussa gained recognition for his exceptional work on HGTV's Flip or Flop. However, his recent condominium project in Los Angeles is receiving more criticism than praise.
In August 2023, El Moussa made headlines after it was reported that he was supposedly displacing tenants from the North Hollywood neighborhood in order to build a $50 million development known as NoHo 138. Complicating matters further, El Moussa's wife, Heather Rae El Moussa, is connected to the project.
Tarek's investment company, TEM Capital, and Heather's company, HEM Capital, are partners involved in the ongoing construction project. Despite their recent marriage in October 2021, it remains uncertain if the building process will be showcased on their joint HGTV series, Flipping El Moussas. However, Tarek has adamantly refuted any claims of wrongdoing, emphasizing his genuine intent and urging others to shift their attention towards the positive aspects and factual information. In an Instagram statement made in August 2023, he expressed his desire to address false accusations and misconceptions.

What Is the Project?
Tarek's team made an announcement in April 2023 regarding the development of a luxurious condominium complex in North Hollywood for potential investors. The confirmation of the project came the following month through an Instagram post by the Flipping 101 star.
Showing his enthusiasm, Tarek captioned the video, "Being a Californian, this project holds great importance to me! @temcapital is thrilled to share news about our largest venture yet - a new development project in North Hollywood!" He further explained that the project comprises 138 units and is a completely new construction. Speaking directly to his followers, he emphasized the incredible location and revealed that it was acquired through off-market means.
The space will feature amenities such as a gym, rooftop deck, community pool and spacious balconies for each unit.
When Will Construction Begin?
The luxury complex is expected to break ground in 2024, according to the project’s website. Construction is expected to be complete in 2026.
How Many Units Will Be in the New Complex?
The building is slated to include 14 low-income units as part of the overall 138-unit location.
Why Is the Project Getting Backlash?
In May 2023, as Tarek was preparing for his new venture, news emerged that the previous property owner, Arthur Aslanian, had resorted to dubious methods to force tenants out of the land. The landlord, who has since sold the property to Tarek, was found guilty in federal court of hiring an individual to set fire to the vacant units on the premises, as reported by The Los Angeles Times. This arson strategy was part of a prolonged and illegal harassment campaign aimed at pressuring tenants to vacate the premises, as disclosed by multiple tenants in an article published in August 2023.
During the interview, the remaining five tenants alleged that Tarek, Heather, and their respective real estate investment firms are currently attempting to evict them from their rent-controlled units.

What Has Tarek Said About the Controversy?
In August 2023, Tarek released a statement denying any involvement in unlawfully evicting residents from their homes, including Heather. He emphasized that the notices to the tenants were served by the current owner, not by him or the partners of NoHo 138. Tarek also clarified that they did not issue the Ellis Act relocation documents.
Tarek pointed out that they have been following the rules and regulations set by the city of Los Angeles throughout the build. He stated that the partners of NoHo 138 have been trying to contact the remaining tenants to discuss final move out agreements in an amicable manner. Additionally, they have reached out to the attorney representing the Hartsook tenants to arrange a meeting between both parties to seek assistance.
Tarek emphasized that their intentions are to work with the tenants, offering them a great opportunity while contributing to the improvement of the neighborhood.
The star of Tarek’s Flip Side asserted that his team's objective, upon officially acquiring NoHo 138, was to develop a secure and immaculate apartment complex. He emphasized that this undertaking would generate numerous job opportunities during the construction phase, boost city tax revenue designated for homeless and socially impactful programs as advocated by the current city administration, establish 131 additional parking spaces to alleviate street parking issues, offer former tenants the chance to reside in newly constructed apartments, and cultivate an attractive and diverse community for residents.
Tarek concluded by assuring that the entire process was and will continue to be conducted in accordance with the law, with existing tenants receiving respectful and lawful treatment. He eagerly anticipated becoming a valuable and cooperative member of the community.
How Have Tenants Reacted to Tarek’s Statement?
According to a statement from Clare Letmon, an organizer and tenant of the Hartsook Street bungalows to People in August 2023, Tarek allegedly accused them of being dishonest when he defended himself against false allegations and misunderstandings regarding the new complex. Letmon stated that despite their repeated attempts to communicate with the El Moussas directly, Tarek has not responded to the tenants since July 14, 2023.
"When individuals post videos, standing amidst the aftermath of arson damage, discussing the immense financial gain and life-transforming opportunity it presents, they are shamelessly exploiting the victims of the landlord's crimes who used to reside here, all while maintaining a smiling demeanor," Letmon elucidated. "Witnessing the imminent demolition of not just the property, but also the cherished trees, garden, and the rich history it holds, would be undeniably heart-wrenching."
Earlier this month, numerous tenants recounted their concerns of potential eviction to the L.A. Times. "For four decades, this place has been my cherished haven," Cathy Livas, who pays $824 monthly for her dwelling, shared with the publication. "Why would I willingly choose to relocate somewhere else, especially considering the exorbitant rental costs?"
Is Anything Tarek Doing Illegal?
Landlords have a right to legally “go out of business” and evict tenants whenever they see fit under the California Ellis Act, according to the Los Angeles House Department.
On the project website, Tarek's team emphasizes that the entire process will be handled fairly through the Los Angeles Housing Department (LAHD) and a legal relocation advisor to ensure that the relocation is conducted in strict accordance with the law. Additionally, the building group assures tenants that monetary compensation will be provided for those who choose to vacate their homes ahead of schedule.
