It is ironic that the Rocks Pirates they fought against appear to be more compassionate individuals compared to the Celestial Dragons they defended.
The Celestial Dragons, who are the descendants of nineteen out of the Twenty Kings that united against the Ancient Kingdom during the Void Century and relocated to Mary Geoise to form the World Government, are largely notorious for their despicable behavior.
Former Celestial Dragon, Donquixote Doflamingo, once governed Dressrosa using ruthless tactics, such as the heartless murders of his own father and brother. He imposed tyrannical control over the island with a grip fueled by malicious acts and manipulative schemes. Reflecting on this, one cannot help but also recall the malevolence of Saint Charlos and his father Saint Rosward, who, while lacking in physical combat skills like Doflamingo, possess a comparable level of wickedness.
