Ultimately, it was revealed that York had been the traitor all along. Her insatiable greed drove her to desire more than what she already possessed. Her ultimate goal is to become a Celestial Dragon and escape her current life. In pursuit of this goal, York betrayed Vegapunk and all of his years of hard work.

The Situation On Egghead Island

In response, the Five Elders deployed Cipher Pol to investigate the matter. To their surprise, the members of Cipher Pol never returned from Egghead Island. Unbeknownst to them, York had purposely captured them, hoping to further raise suspicion against Vegapunk. With the absence of the Cipher Pol agents, the Five Elders held a discussion and concluded that Vegapunk had indeed betrayed them.

Several months later, CP0 was dispatched to Egghead Island with the intention of eliminating Vegapunk and the researchers present there. However, the Government was aware of Vegapunk's intelligence and the forces he had under his control, including four Seraphims and 50 Mark 3 Pacifistas. Consequently, one of the Five Elders, accompanied by Admiral Kizaru, was appointed to deal with Vegapunk.
