As the leader of the Revolutionary Army, Dragon is undoubtedly one of the most powerful characters in the One Piece universe. His blood relation to Garp and Luffy further solidifies his formidable strength.
Dragon's fighting capabilities remain a mystery, but his limited appearances in the series suggest that he may have a Devil Fruit power that controls the weather. Throughout the narrative, Dragon has been closely linked with storms and wind, to the extent that it could be argued that whenever he is present, the weather shifts. The most notorious instance of this is Dragon’s appearance in Rogue Town.
Upon arrival, a sudden storm swept away the scaffold just as Luffy was about to be executed by Buggy. It seemed too unlikely to be mere coincidence, especially considering Luffy's relationship to Dragon and the previous similar incident.
Overwhelmed by Smoker, Luffy was on the brink of being taken into custody. But then, Dragon suddenly appeared and intervened, preventing the Navy officer from capturing Luffy. At the same time, a strong gust of wind blew away Smoker's subordinates.

In the flashback illustrating how he rescued a young Sabo from drowning, Dragon appeared to hover above the surface of the water, almost as if he were suspended in mid-air. Additionally, his body seemed to be emitting a distinct type of smoke.
It is interesting to note that the ability to levitate and fly is a common skill among Logia users who have transformed into their element. Considering this, it is possible that Dragon's Devil Fruit may be the Wind-Wind Fruit, a hypothetical Logia related to wind.
This power would align well with Dragon's character, as wind is often connected to the idea of change, something that he embodies as the leader of the Revolutionary Army, the only group actively working to overthrow the World Government.
As a rebellious and adventurous individual striving to instigate change in the One Piece universe, Monkey D. Dragon embodies the very essence of a "force for change." Given this, it's hardly coincidental that Dragon's own vessel is named "Wind Granma."
The author of One Piece, Eiichiro Oda, is famous for leading his readers astray with clever deceptions, but in this instance, the coincidences are too numerous to ignore. In the latest installment of the manga, One Piece chapter 1099, Dragon addressed Bartholomew Kuma with the words: "Just entrust your fate to the whims of the wind, my friend."
It must be noted that this is just one of the many times that wind is directly mentioned either by Dragon or by someone who is talking with him.
Wind or weather? Logia, Paramecia, or Zoan?

Dragon may have changed the air temperature to create lightning, but he would not have enough control to make it strike the scaffold with accuracy, even if theoretically possible. It is unlikely that he would leave so much up to luck if he was trying to save his own son. Therefore, it is likely that Dragon's Devil Fruit has a specific ability. For example, a speculative Weather-Weather Fruit could give him the ability to manipulate all atmospheric conditions, while a hypothetical Storm-Storm Fruit could allow him to control each component of a tempest.

In any scenario, he would possess the capability to effectively manage both powerful gusts of wind and lightning strikes with remarkable accuracy. It goes without saying that the hypothetical Wind-Wind Fruit, as the Logia of the wind, would grant Dragon complete mastery over every aspect associated with this element, including the formation and manipulation of storms.
As a Logia, the Wind-Wind Fruit would enable the user to transform into the natural element, explaining the unusual smoke around Dragon when he saved Sabo, and his supposed ability to fly and hover. In Chinese mythology, dragons can control wind, lightning, and weather, so Dragon's weather-manipulating powers may come from a Mythical Zoan Devil Fruit that allows him to become an eastern dragon.
For example, he might possess the legendary Xilong Mythical Zoan. In Chinese mythology, this mythical being is swifter than the wind and possesses command over atmospheric conditions.
The argument may seem silly, but it's worth noting that Dragon's name is directly linked to the mythological being. Similarly, Smoker's Devil Fruit is named the Smoke-Smoke, so it's plausible that Oda made a similar play on words with the leader of the Revolutionary Army. Additionally, there's evidence to support this idea, such as the martial arts moves that Dragon taught Sabo, including the Dragon Claw, which speaks for itself in terms of inspiration.
The Mythical Zoan of the Thunderbird is another potential option. This creature, rooted in Native American culture, has the power to control the weather and create storms. It's worth noting that Dragon's appearance, with his hairstyle and facial tattoo, bears a resemblance to that of traditional North American indigenous tribes. It appears likely that Dragon possesses a Devil Fruit power, whether it's the Logia of the wind or a Zoan that allows control over the weather.

With Dragon's initial introduction in chapter 100 and Oda's fondness for numerical symbolism, the upcoming chapter 1100 of One Piece could showcase his dramatic return. Dragon's timely appearance on Egghead would be crucial in safeguarding his son Luffy, as well as his old acquaintances Kuma and Bonney, from the malevolent Saint Saturn.
When Luffy's Conqueror’s Haki ability was revealed, Emporio Ivankov noted that it was expected due to his blood tie with Dragon. This suggests that Dragon likely possesses the same natural-born power. As one of the most powerful individuals in the One Piece world, it is probable that Dragon can also unleash the Color of Conqueror and potentially master the highest level of that power. The combination of Advanced Conqueror’s Haki and wind-based Devil Fruit techniques would undoubtedly be impressive.
