Upon arrival, a sudden storm swept away the scaffold just as Luffy was about to be executed by Buggy. It seemed too unlikely to be mere coincidence, especially considering Luffy's relationship to Dragon and the previous similar incident.

Overwhelmed by Smoker, Luffy was on the brink of being taken into custody. But then, Dragon suddenly appeared and intervened, preventing the Navy officer from capturing Luffy. At the same time, a strong gust of wind blew away Smoker's subordinates.

For example, a speculative Weather-Weather Fruit could give him the ability to manipulate all atmospheric conditions, while a hypothetical Storm-Storm Fruit could allow him to control each component of a tempest.
