One speculation is that it might be connected to the upcoming Switch release of Batman: Arkham Trilogy, initially scheduled for October 26 but postponed to December 1.

It is possible that the costume was meant to be available in all versions of Arkham Knight. The updated game client may have unintentionally been made live on the original release date of Arkham Trilogy. If this is true, it is a fortunate mistake for Batman fans on the EGS platform.
