This similarity can be attributed to the fact that it is somehow connected to Soul Society. Wing Bind, also referred to as the Natural Dragon Management Agency, is a Reverse London-based organization with the main responsibility of managing and subduing the Dark Dragons that wreak havoc in the city.

Wing Bind encompasses diverse departments, each assigned to different facets related to their mission. Similar to the Gotei 13, Wing Bind follows a hierarchical structure and each internal group specializes in specific areas.

West Branch

Wing Bind operatives in London are the exclusive individuals authorized to interact with Dragons. Their duties encompass the protection, management, and occasional extermination of Dragons in Reverse London. In the event of a Dark Dragon appearance, Wind Bind agents, known as Witches or Wizards, take charge by marking off the affected area with barrier tape and engaging the Dragon within those boundaries. Admission into the Wing Bind organization is granted only to individuals who pass a specific exam, a seemingly simpler process compared to the rigorous requirements for Shinigami to join a squad. Each agent is assigned to one of eight divisions, although during emergencies, they may collaborate with other squads. Each Wing Bind division has distinct responsibilities and is represented by a Zodiac sign.

The directors of these eight divisions collectively form the Top of Horns, a decision-making authority comprised of the highest-ranking officers in their respective divisions. It is worth noting the connection between Wing Bind, BLEACH, and BURN THE WITCH, extending beyond their creator Tite Kubo. As the Western branch of Soul Society, Wing Bind, and quite possibly Reverse London itself, bear some connection to Soul Society—the established afterlife for souls in the BLEACH universe. The governing organs of the Seireitei function in a comparable way to Wing Bind, albeit with some functional similarities.

Pipers

Each division in Wing Bind has been assigned a specific role. However, there is a lack of consistency among these divisions. Additionally, due to their minimal participation and lack of importance in the events of BURN THE WITCH so far, there is limited knowledge about most of them.

The division of Wing Bind, known as the Pipers or Conservationists, is responsible for managing the domestication and utilization of Dragons for resource harvesting and for apprehending illegal Dragons. One of Ninny Spangcole's former bandmates, Macy Baljure, was unlawfully housing a Dragon, which fell under the jurisdiction of the Pipers. However, due to the mythical significance of the specific Dragon involved, another division became involved. Both Ninny and Noel are Pipers who primarily report to their Chief, Billy Banx Jr., a senior officer known for being lazy. Above Billy Banx Jr. is Tronbone Takkinen, the Director of the Pipers. The Pipers are associated with the Zodiac sign Aries︎ and are named after their occasional use of trumpets along with their uniquely-shaped guns called Witch Kits. Their attire consists of a red checkered mantle embellished with the Aries glyph, worn in combination with their individual variations of the standard Pipers' green school uniform.

Inks

Bruno Bangnyfe – BURN THE WITCH

Also referred to as the "Magic Circle Corps," this division is known for its expertise in dealing with Dark Dragons. The name "Inks" is derived from kanji characters with a similar pronunciation. The members of this division typically wear dark sweatpants and hoodies, and some even don masks, especially their Director, Bruno Bangnyfe. When Balgo Ywain Parks was identified as a Dragonclad, Bruno led the Inks in apprehending him, intending to carry out his execution. Taurus is the zodiac sign associated with the Inks, which is represented by the glyph on the back of their hoodies.

Patchworks

The "Development Corps" is briefly mentioned after Cinderella's elimination, but their role involves collecting and preserving Dragon corpses. As Saka Rynn, their leader, was not present during the meeting of Directors to decide the fate of Balgo Parks, their Zodiac association remains uncertain. However, based on the established pattern of the other divisions, there are two signs representing each element, except for water. Since Scorpio is already represented by the Sabers, the remaining options for the missing water sign are either Cancer or Pisces. Both signs could be persuasively argued to be the missing one, but Cancer is likely due to its direct association with the moon (opposite of Leo's association with the sun), and its inclusion aligns with the pattern of skipping every third sign – with Cancer being the fourth sign.
