Mr. Blue Eyes, an elusive character in Cyberpunk 2077: Phantom Liberty, can be found in a rather inconspicuous manner. During the main story quest The Killing Moon, players will eventually reach the objective of taking the elevator to the roof. As they pass an overhanging observation deck, they will notice a few NPCs looking down at V from the windows. Among them is the mysterious Mr. Blue Eyes. To even spot him, players require the appropriate cyberware to zoom in and scan him.
New players of Cyberpunk 2077: Phantom Liberty may not be familiar with this NPC and may choose to overlook him in their eagerness to progress through the story quest. Even those who have completed the base game are unlikely to have any knowledge regarding the identity of Mr. Blue Eyes, as he remains an enigmatic figure in CP2077's storyline. Similarly, in the DLC, he continues to be a background character for fans to discover without any further involvement.

Although Mr. Blue Eyes' frequent appearances hint at his importance, they reveal very little about him.
