In time, the group expanded their criminal activities by forming their own gangs involved in robbery, drug trafficking, and assault. Izana assumed leadership of the Eighth Generation Black Dragons, transforming the once idealistic organization established by Shinichiro into a ruthless operation fueled by Izana's cruelty towards his subordinates and his deep-seated hatred for Mikey. Additionally, their aim was to transform Tenjiku into a prominent criminal organization, with Hajime Kokonoi assuming the role of its treasurer.
The plan emerged when Kisaki Tetta manipulated the situation to harness the power of Izana and seek revenge against the Tokyo Manji Gang. Despite Kakucho's disapproval of Kisaki's cunning involvement, Izana succumbed to his malevolence and granted him the position of Tenjiku's General Staff Officer, granting him unprecedented control over the organization's hierarchy.
Consequently, Izana treated his subordinates tyrannically, viewing them as nothing more than expendable pawns and considering himself superior to them.
