In this sequence, the four teenage turtles attend the same high school as their ally April O'Neil. Resolute in her objective to apprehend them, she commands her subordinates to enlist the aid of yet another formidable villain from the Teenage Mutant Ninja Turtles universe.The individual whom Cynthia Utrom instructs her staff to contact is The Shredder. Despite the numerous antagonists featured in the Ninja Turtles franchise, Shredder stands out as the most well-known. This character makes appearances in nearly every rendition of the turtles' narrative, regardless of whether he assumes the role of the main adversary.
Shredder's backstory in the Ninja Turtles comics involved him joining the Foot Clan to enhance his skills and seek revenge on the person who murdered his brother. This person happened to be the owner of a pet rat named Splinter. Eventually, Splinter, wanting to honor his owner, would oppose Shredder and the Foot Clan. The origin story for Shredder may not be identical in Mutant Mayhem, as Splinter is depicted as a regular New York City rat who initially learned (and taught the turtles) martial arts skills from exercise videos. She expresses her desire to extract their blood in order to synthesize it and produce her own mutated creatures. However, it is possible that there is more to her scheme than meets the eye.
Utrom, in essence, is a hidden reference to the Ninja Turtles lore. The character's last name is derived from a race of extraterrestrial beings found in the Ninja Turtles universe. This same race is associated with Krang, the primary antagonist in the popular 1980s/90s cartoon series. In Mutant Mayhem, the organization TCRI, which Baxter Stockman serves, is often a cover for the Utrom aliens in Ninja Turtles projects. However, their connection to the mutagen varies across different storylines.
