Throughout the story, the Witch-king is a more tangible character than Sauron, receiving more screen time, and posing a more immediate and direct threat to Frodo and his companions.
The backstory of the villain in The Lord of the Rings: The Fellowship of the Ring adds a layer of intrigue to the mostly faceless character of the Witch-king. The reveal that he and the other Nazgûl were once men makes him a more complex and interesting figure. From the outset, the audience is made aware of his dangerous nature, with his attempted murder of Frodo posing a serious threat to the Ring-bearer's journey.
