As a goddess, Kaguya possessed unparalleled powers that far surpassed even those of Ten Tails jinchuriki Madara with a complete Rinnegan. With her Rinne Sharingan’s Amenominaka, Kaguya could instantly rewrite reality, replacing the space around her and trapping any foe in a different dimension.

Kaguya had the ability to create space-time rifts, allowing her to teleport herself and her powerful attacks, such as the devastating All-Killing Ash Bones that could turn any target to ash with a single strike. Rin Nohara, the childhood comrade of Kakashi and Obito, deserves special mention. As a young medical ninja, she was forced to become the jinchuriki of the Three-Tails Isobu. Despite this, Rin possessed such chakra and willpower that she was able to suppress the Tailed Beast and prevent it from causing destruction in the Hidden Leaf. Although Rin never utilized Isobu's powers, she had the potential to do so if she had chosen. As the jinchuriki of the Three-Tails, she could have held a high ranking, but without more information, it is impossible to gauge her true power. As a result, she was not included in the list.
