The characters in Persona 3 are presented as regular people thrust into an abnormal situation. While fans love the over-the-top presentation of Persona 5, Atlus recognizes that it wouldn't work for Persona 3 and other older titles. They have incorporated a similar sense of style in different ways. This approach would also be suitable for Persona 1 and 2 remakes.
