To unlock the ability to fuse Byakko, you must first finish all of Koromaru's Linked Episodes in Persona 3 Reload. Koromaru becomes a member of the S.E.E.S team on 8/8, but his Linked Episodes won't start until around 8/22.
You can initiate the Linked Episodes by either receiving a text or visiting Koromaru at the front entrance of the dorm. It's important to regularly check your messages, as a S.E.E.S member might ask you to see Koromaru at the dorm entrance. Be sure not to overlook this, as you may not have another chance to complete his Linked Episodes.
