While Captain Yasuhiro Muto of the Fifth Squad holds some authority over the other divisions, his violent actions towards Takemichi and members of the First Division, along with their abduction, suggest that he could potentially be the mole within Toman.
However, it is also plausible that Muto harbors suspicions regarding Inupi and Kokonoi, leading him to kidnap them for interrogation.
