Gwent players now have the power to decide on all balancing changes to cards and leader abilities.
The newly introduced system, Balance Council, enables eligible players to suggest and cast votes for modifications on a monthly basis. The participation is restricted to skilled players who have achieved Prestige 1 or Pro Rank, guaranteeing that the council consists solely of avid and experienced players.
Players of Gwent: The Witcher Card Game now have the authority to shape the game's future. The dedicated fan base can now participate in deciding all balancing adjustments for Gwent cards and leader abilities going forward.
After much anticipation, this development was first revealed in late 2022, when CD Projekt Red confirmed their decision to stop providing support for Gwent. Rather than focusing on creating new content and making tweaks themselves, the game developer opted to create a system that enables the community to vote on future balancing changes for this beloved collectible card game.
That feature is now available as part of the 11.10 update for Gwent: The Witcher Card Game, which was released just a few days before the CCG's five-year anniversary. The system, known as Balance Council, can be accessed from the main menu in the latest version of Gwent. Its underlying concept is quite simple: every month, eligible players can suggest changes to up to three leader abilities and cards, adjusting their stats or effects to be stronger or weaker. The feature uses a weighted election system where the player's first choice receives three votes, their second proposal receives two votes, and their final suggestion receives one vote.
To ensure that only experienced players have access to the Balance Council, CDPR has implemented a restriction that requires players to reach Prestige 1, which is earned at level 61. Additionally, to further ensure active and knowledgeable participants, monthly votes are reserved for players who reach Pro Rank (Rank 0) or those who have completed 25 ranked games in a season, regardless of their win rate.
It is important to note that this system only governs the original version of the game. CDPR's standalone Gwent expansion, released in 2022, will follow the existing rules of the CCG. However, this should not impact the competitive meta, as the expansion, titled Gwent: Rogue Mage, is designed for single-player gameplay only.
Gwent: The Witcher Card Game Update 11.10 Patch Notes
Although the 11.10 update for Gwent technically signifies the end of its active support period, it is likely not the final iteration of the popular CCG from CDPR. The developer is currently working on three Witcher titles, each of which could potentially serve as a host for another version of the collectible card game.

Affan Hillergrand - Revised Ability:
After depleting all leader Charges, you shall summon yourself from your deck to a random allied row. However, if you have control over a minimum of 4 units with Flanking, you will instantly play yourself and acquire Zeal.
Order: Boost all allied Soldiers with Armor by 1.
Rosa and Edna var Attre - Updated tooltip to reflect that only unique Aristocrats are counted, and that Spawned copies gain Doomed.
Deithwen Arbalest - Now has Counter: 6
Northern Realms
Princess Adda - Ability changed to:
Deploy (Devotion): Gain Immunity.
The first time a Cursed unit enters the battlefield during your turn, boost self by its base power.
Radovid: Judgment - Added new part of ability:
Order: Damage an enemy unit by 0. Increase this value by 1 for each time you used your leader ability this game.
Seltkirk of Gulet - Now has the Cursed tag.
Vandergrift - Now has the Cursed tag.
Scoia'tael
Angus Bri Cri - Revised tooltip to indicate that all Elven Deadeyes on your side of the battlefield receive a boost, not limited to only those that were Spawned.
Mahakam Pass - Enhanced functionality to allow for the creation of any bronze Scoia'tael Dwarves, expanding beyond just Mahakam Dwarves.
Pavko Gale - Now has Harmony.
Skellige
Otkell - The Deploy ability is now limited to the Ranged row.
Now damages self by instances of 1.
Svalblod - Damage required to Spawn a Svalblod Fanatic changed from 6 to 8.
Syndicate
Ixora - Vice requirement changed from 6 to 8.
Novigrad - Provision cost changed from 10 to 12.
Game Fixes
Recommended cards in the Deck Builder once again display their tooltips.
The Shield VFX should no longer remain on the board in rare cases, after the unit it belonged to leaves play.
Chort is no longer a common Beast, but an epic Relict!
Henry var Attre's Spawned cards are now shown in the preview screen.
Casting Contest no longer disables Grace for bronze units.
Deithwen Arbalest now inflicts damage to only one unit at a time even when multiple statuses are applied simultaneously.
Princess Adda and Svalblod do not respond to units that are moved within the same row on their own side of the battlefield anymore.
Salamandra Mage no longer counts Adrenaline inconsistently when reacting to Tributes.
