Marco Silva has been offered a new Fulham contract but he would find it difficult to sign it as things stand.
Fulham finished 10th in the Premier League last season under Silva.
He has only 12 months left on his present deal and Fulham want to reward him with a new contract.
Silva remains ambitious about Fulham's prospects but he is not close to signing the new deal.
He showed his commitment to the club earlier this summer by turning down a chance to manage in Saudi Arabia.
The offer was worth £35m over two years.
He has also turned down offers to manage other Premier League clubs.
'He was expecting more transfers'

"Like all top managers Marco Silva has very high standards. He wants the very best for his club.
"Perhaps it'd be fair to say he was expecting more progress with recruitment at this stage of the summer as far as Fulham are concerned.
"But there are two sides to every story.
Fulham would likely highlight the fact that the transfer window remains open for approximately another six weeks, indicating that there is ample time to make further moves. There is a considerable amount of activity occurring behind the scenes.
Fulham has been associated with potential transfers for Callum Hudson-Odoi, and they are also making efforts to secure Willian's signature once again.
Marco Silva is an accomplished manager with a track record of success, evident from his impressive tenure at Fulham. Despite his triumphs, he is determined to further advance and capitalize on the achievements of the preceding season. However, it is worth noting that he has yet to commit to the new contract presented to him.
Mitrovic still keen on Fulham exit as second Al Hilal bid is rejected
Al Hilal have made a second bid worth close to £30m for Fulham striker Aleksandar Mitrovic.
Fulham maintains their position and has declined the offer, firmly stating that the Serbia international is not available for purchase.
According to our sources, Mitrovic himself has reached out to Tony Khan, urging him to consider accepting the offer.
He informed Khan that his significant contributions over his six-year tenure at the club justify the fair amount the club is receiving for his transfer. Fulham has already turned down a £25.5m offer from the Saudi club for Mitrovic.
