Originally, 2023 was intended to be the first year without a major release in the blockbuster shooter franchise since 2004, following the release of Modern Warfare 2 in 2022. Reports suggest that instead of a full-fledged game, Sledgehammer Games had planned to release a smaller expansion for Modern Warfare 2 in the fall of 2023, serving as a placeholder until Treyarch's next major release in 2024. However, this premium downloadable content has reportedly grown into a standalone Call of Duty title, strongly believed to be Modern Warfare 3.

Call of Duty recently conducted a Twitter poll asking fans if they would like to see all of their operators, weapons, and bundles from Modern Warfare 2 brought over to Call of Duty 2023. Both options in the poll were "Yes," indicating that Sledgehammer has already made the decision. This also strongly suggests that this year's Call of Duty will indeed be Modern Warfare 3, as it would be unusual to introduce content from Modern Warfare 2 into a non-Modern Warfare game.

Since the release of the 2019 Modern Warfare reboot, each new Call of Duty title has introduced a fresh lineup of multiplayer operators and weapons. However, given that two Modern Warfare games are potentially being released consecutively, it makes sense to bring over content from the previous game.
