In the world of My Hero Academia, most people are born with just one quirk. It's extremely rare for anyone to have multiple quirks, and usually only major antagonists or key characters possess this ability. However, there are exceptions. Todoroki, for example, is an important character but despite appearances, he actually only has one quirk.
Todoroki's quirk, known as 'Half-Cold, Half-Hot,' allows him to generate ice from the right side of his body and fire from the left. Even though he has two different powers, they are considered a single quirk because they are intricately linked. It's understandably easy to mistake it for two separate quirks, as his abilities are a combination of his father's and mother's quirks.

How Todoroki in My Hero Academia got a combined quirk

Meanwhile, Shoto's mother, Rei Todoroki, has a quirk called frost, which enables her to produce ice and have a high resistance to ice. Despite not being a pro hero, she entered into a 'quirk marriage' with Enji, a type of marriage intended to promote the emergence of a powerful combined quirk. Unfortunately, Todoroki's older siblings did not inherit the ideal combination of quirks.
Todoroki, and the perfect combination of Hellfire and Frost
Shoto, the youngest son, was the perfect combination of quirks that Enji sought. Both of his middle siblings received variants of the Frost quirk, with no Hellfire to be seen. The eldest son, Toya, got a powerful version of the Hellfire quirk, but only the resistance to the cold and ice from the Frost quirk. This limitation greatly affected his endurance in battle, as he would still get burned by his own powers.

Although it may appear as though Todoroki has two quirks, he is not one of the few in My Hero Academia with two quirks. His ‘Half-Cold, Half-Hot’ is simply the ultimate combination of his parents' quirks. However, his father pressured him too much in his youth, causing him to resent his fiery half. Eventually, he came to embrace this quirk as his own, separate from his father’s.
It's no surprise that Shoto is not the only one who resents his father and his abusive training. His brother Toya also holds deep animosity towards their father and his attempts to create a perfect combination of their quirks, leading him to become the villain Dabi. The extensive scarring on his body from the overuse of his blue flame quirk is a clear indication of why Toya feels this way.
Both Shoto and Toya inherited a combination of quirks that their father desired, but his relentless push for them to become stronger heroes through harsh training has only caused them to resent their quirks and Endeavor himself. This sheds light on the darker side of quirks in My Hero Academia.
In My Hero Academia, Todoroki doesn't actually have two quirks. His quirk is the result of inheriting powerful abilities from both of his parents, giving him fire abilities like his father's Hellflame and ice abilities like his mother's powers, just as his father had planned.
Editor's P/S
As a Gen Z fan, I have mixed feelings about Shoto Todoroki's dual quirk in My Hero Academia. On one hand, I think it's really cool and unique that he has two different powers. It makes him stand out from the other characters and gives him a lot of versatility in battle. On the other hand, I think it's a bit unfair that he has two quirks when most other characters only have one. It makes him seem overpowered and like he has an unfair advantage.
Overall, I think Shoto Todoroki is a great character and I'm glad that he's part of My Hero Academia. His dual quirk is a big part of what makes him so interesting and I'm excited to see how he continues to develop and use his powers in the future. I also think it's important to remember that even though he has two quirks, he still has to work hard to become a great hero. He's not just going to be handed everything on a silver platter. He has to train hard and learn how to use his powers effectively. I think that's a good message for all of us, no matter what our circumstances are. We all have to work hard to achieve our goals.
