Arsenal is set to submit a formal bid of £90m for the West Ham United captain, Declan Rice. Despite their initial offer of £80m plus add-ons being rejected by West Ham, Arsenal remains determined to secure Rice and is willing to negotiate a deal closer to West Ham's asking price of £120m.
It is understood that the Hammers would accept £100m plus a player, though.
Manchester City and Manchester United are also interested in the 24-year-old.

Rice, who took over the captaincy from Mark Noble at the beginning of this season, has been with West Ham United throughout his entire professional career.
Mikel Arteta remains determined to bolster his midfield options, despite making unsuccessful attempts to secure the services of Moises Caicedo from Brighton in the January transfer window. Although the Gunners did manage to secure the signing of Jorginho from Chelsea, Arteta's focus on strengthening the midfield remains unwavering.
