Here is where you can locate Litwick in Kitakami. To start, you would need to capture Litwick. According to the Pokedex Habitat map, you can find them directly in the center of the area near the Infernal Pass and also in the northeastern corner. Litwick is mainly active at night. When Litwick reaches level 41, it evolves into Lampent. However, all the wild Litwicks in Kitakami will be of higher levels, so they will evolve into Lampent as soon as they gain one level-up.
