After Colin apologized for his remarks in the season 2 finale about not pursuing Penelope romantically, the two reconnected as friends. Colin then offered to help Penelope improve her interactions with potential suitors in order to find her ideal partner.
As they practiced flirting, Penelope's behavior towards Colin began to make him realize his own feelings for her. One day, while hiding in Colin's office during a practice session, Penelope stumbled upon his travel diary. Although Colin was initially unhappy about her reading his personal thoughts, he was injured and she ended up bandaging him. Colin seemed visibly affected by Penelope's touch, a new experience for him.

In the second episode, Colin and Penelope's plan began to unravel as gossip spread among the ton. Seeking assistance from a potential suitor would only further damage Penelope's reputation, as noted by Lady Whistledown in her column, who is actually Penelope in disguise.
When Colin visited Penelope to check on her well-being, she opened up about her worries regarding the future.
During their conversation, Penelope mustered up the courage to ask Colin a question. She hesitantly inquired, "Colin, could you do something for me? Would you be willing to give me a kiss? It wouldn't have to mean anything at all. I wouldn't expect anything more from you. I feel like time is running out for me, and I've never experienced a kiss before. I'm not sure if I ever will."
In a vulnerable moment, Penelope shared her deepest fear with Colin. She expressed, "I feel like if I were to pass away tomorrow, it would devastate me. I don't want to leave this world without ever experiencing a simple kiss."
Colin kissed Penelope and in a surprise turn of events she wasn’t the one visibly moved by the moment.

Fans of Quinn’s book series were already aware of the impending moment when Colin intercepted Penelope's carriage in the fourth episode. Penelope was upset by Lord Debling’s refusal to propose, as he could see the chemistry between her and Colin. She shared her frustrations with Colin, believing he would never reciprocate her feelings.
Colin confessed, "What if I did have feelings for you? I've spent so much time trying to suppress my emotions, trying to fit into society's expectations. I thought I had succeeded, but lately, I've been overwhelmed by conflicting feelings." He revealed, "Feelings like not being able to stop thinking about you. Especially about that kiss."
He continued expressing his feelings, saying that he often dreams of her when he is asleep and prefers sleep because that is where he might find her. He described the feeling as torturous but something he does not want to give up, emphasizing that these words are everything he has wanted to say to her for weeks.
Once Penelope revealed that she felt the same way about Colin, the two of them shared an intimate moment in the carriage. Their passion almost led them to have sex, but they were interrupted when they arrived at Colin's house. In that moment, Colin made the decision to propose to Penelope and asked her to come back to his home with him.
