By assuming the form of Twice, Toga deploys his Double Quirk to clone herself and further complicate the already chaotic fight. As her Quirk's strength intensifies, the battlefield becomes inundated with countless clones of Twice, leaving the Heroes without a viable path to victory. Continuation of this strategy would have surely resulted in the heroes' defeat. Furthermore, had Toga managed to transform into Shigaraki, the outcome of the battle would have been swiftly determined, highlighting her formidable potential and the immense power of her Quirk, capable of single-handedly determining the course of the entire war.
Toga And Uraraka's Love
Toga's story became deeply intertwined with Uraraka and Deku. At one point, Toga developed feelings for Deku, influenced by a resemblance to a person she once had a crush on. However, she couldn't bring herself to ask for his blood, fearing judgment for her deviant behavior. Toga also fell in love with Uraraka simply because she found her cute. In recent chapters, Toga admitted to loving things for simple reasons, such as animals for being cute and humans for their beautiful smiles. Her love for Uraraka grew as well, leading to her desire for their blood, which ultimately branded her as a deviant.

By the end of the fight, Uraraka's body grew cold and she was losing a significant amount of blood. In a desperate attempt to save her, Toga chose to drink Uraraka's blood and assume her appearance. Toga then selflessly shared her own blood with Uraraka, as when she transforms into someone, she not only adopts their abilities, but also their blood type.
Performing a blood transfusion, Toga ensured that it would be she who sacrificed her life instead of Uraraka. Desiring the blood of others her whole life, this was the first time Toga felt such love that she willingly offered her own blood.
