Reacher calls in some reinforcements

In Episode 4 of Reacher Season 2, Reacher enlists the assistance of his long-time Margrave acquaintance Oscar Finlay (played by Malcolm Goodwin) to aid in the questioning of a politician's legislative director.

Upon discovering that Tony Swan had been working for New Age, the team uncovers crucial information during their investigation. Specifically, they find multiple emails in the stolen company files pertaining to a government contract named Little Wing and its backing by Senator Malcom Lavoy. O’Donnell, familiar with Lavoy's tendency to follow popular opinion, suggests that while Lavoy himself may be inaccessible, his legislative director likely holds knowledge of his actions. As a result, the team devises a detailed strategy to approach Lavoy at an upcoming fundraiser event.

Dixon, dressed in luxurious suits and dresses, takes charge and approaches him at the event. Their scheme involves convincing him to relax by snorting cocaine in the car. Just as the legislative director indulges in the drugs, someone raps on the window brandishing a police badge.

In Reacher Season 2 Episode 4, Margrave Lieutenant Oscar Finlay returns as part of their plan. After being arrested and brought to a precinct, Finlay plays the role of the arresting officer to gather information and allow Reacher and O’Donnell to pose as FBI agents. In a comical twist, Reacher introduces himself to Finlay as Jack Margrave.

After receiving the information, Reacher expresses his surprise at the fact that Finlay has returned to wearing his badge. Despite supposedly retiring after Season 1, he couldn't stay away and ended up becoming a Lieutenant. He still wears his wedding rings, but things are improving for him. During the first season, Finlay struggled with moving on from his wife, and he even confesses that his dog, Jack, tends to overeat.

His appearance also leads to a reunion with Neagley. Finlay jokes that he didn't recognize her in a dress and that she looks good. Neagley responds by telling him that he needs to mind his own business with his "elbow patches." Reacher and Finlay then shake hands and part ways.
