Fortunately, Raya Lucaria Soldiers can be found in the Liurnia region, while Godrick Soldiers are more common in the central and western parts of Limgrave. If you are still in Limgrave, head west on one of the main roads towards the Gatefront Site of Grace. There are plenty of Godrick Soldiers in this area for you to defeat.
