As Vegeta's second child and only daughter, Bulla was set to be born just before the Zeno Expo. Given the circumstances, Whis intervened to assist Bulma in her labor by using his magic to teleport Bulla out from inside her mother. Following this event, Bulla grew up and even participated in the 28th World Martial Arts Tournament alongside her family. Dragon Ball Super: Does Bulla turn into a Super Saiyan?

In Dragon Ball Super and the other Dragon Ball anime series, Bulla does not transform into a Super Saiyan. However, considering her genetic lineage, she holds great potential to achieve this powerful form.
As detailed in the franchise, Saiyans are equipped with S-Cells within their bodies, with the quantity being influenced by the strength of their spirit. By increasing their battle power, one can also increase the number of S-Cells in their body, leading to the ability to transform into a Super Saiyan.

S-Cells are more abundant in Saiyans with gentle natures, making it easier for individuals like Gohan, Goten, Trunks, and the Universe 6 Saiyans to achieve the ascended form. In contrast, Goku and Vegeta, known for their aggressive nature, had to spend a lot of time raising their battle power to attain the form. Despite this, Goku managed to achieve it years before Vegeta, largely due to his gentler disposition compared to Vegeta.

When it comes to Gohan, Goten, and Trunks, they were able to achieve the form more quickly for a few reasons. Firstly, they were gentle in nature, and secondly, their battle power was already high due to being born to powerful fathers. This difference is particularly noticeable when comparing Gohan and Goten.
Goten achieved the remarkable status of Super Saiyan at the tender age of seven, thanks to his dedicated training with Chi-Chi. In contrast, Gohan had to undergo rigorous training under the guidance of Piccolo and Goku for years before he could attain the same level as a Super Saiyan.

Goku was much stronger when he conceived Goten, able to become a Super Saiyan 1.5 (Super Saiyan Third Grade), than when he conceived Gohan. As a result, Goten inherited more S-Cells from his father compared to his older brother. Given that Bulla is also a half-Saiyan, like Gohan, Goten, and Trunks, it is likely that she also has a significant amount of S-Cells, making her capable of transforming into a Super Saiyan.
Moreover, Vegeta was able to transform into a Super Saiyan Blue when Bulla was conceived. As a result, she is likely to have more S-Cells than any other hybrid in the series at birth. Therefore, if Bulla decides to train and fight, she could potentially achieve the same form in the future.

In the Baby Saga of Dragon Ball GT, Bulla demonstrated her ability to fly, fight, and fire blasts. However, she was never shown attaining the Super Saiyan form. The reason for this was that the creators were uncertain about how a female Saiyan's Super Saiyan hair would be portrayed.
However, with Dragon Ball Super featuring two female Super Saiyans, fans can expect Pan and Bulla to possibly attain the form in the future.
