How Capable Is Overhaul's Quirk?

This power can be utilized for both destructive and restorative purposes. Notably, Overhaul has employed his Quirk on various targets such as himself, allies, enemies, and even inanimate objects. He possesses a ruthless approach to life, enabling him to freely utilize his powers on individuals and objects indiscriminately. Astutely, Chisaki incorporates his abilities to conceal his tracks, skillfully disassembling and seamlessly reconstructing targets to erase any evidence of attack. Unlike Decay, Overhaul's power is limited solely to objects and individuals he physically touches, with no influence extending to predetermined targets. Lastly, Overhaul requires periodic intervals of rest between uses, rendering him unable to employ his Quirk consecutively without allowing his enemies to recover.
Overhaul's quirk was taken away when Tomura Shigaraki, the leader of the League of Villains, severed his hands. This happened after Shigaraki obtained the Quirk-Destroying bullets that Overhaul had developed. Technically, he didn't lose his quirk completely. He simply lost the ability to utilize it because he no longer had hands. Touch is necessary for him to activate his quirk, so it still remains, but he is unable to use it. Now, without hands, Overhaul is unable to make physical contact with objects, rendering his quirk useless. There is a slight possibility of regaining his quirk and hand function through medical interventions, although it is not guaranteed.
