Nope, Kale doesn't even come close to Broly's level of strength in Dragon Ball Super. In the Tournament of Power, Kale and Caulifla fused to keep up with Universe 7 Saiyans, but still lost to Gohan in the manga and Ultra Instinct Goku in the anime. Kefla's inability to defeat the Son men demonstrates her rank in power within the series. On the contrary, Broly's strength was evident in the movie, requiring Goku and Vegeta to fuse into Super Saiyan Blue Gogeta to stop him, showing his power surpasses that of Kale, despite her being inspired by him.

However, after witnessing the events of the Tournament of Power arc and the Broly movie, it is clear to me that Kale's strength falls short when compared to Broly's immense power.
Kale's fusion with Caulifla, resulting in the formidable Kefla, was a testament to their combined might. Yet, even this fusion proved insufficient against the likes of Gohan and Ultra Instinct Goku. On the other hand, Broly's sheer strength was so overwhelming that it required the fusion of Goku and Vegeta into Super Saiyan Blue Gogeta to finally subdue him. This stark contrast in power dynamics firmly establishes Broly as the superior force between the two Saiyans.
