The release of Boruto: Two Blue Vortex chapter 3 finally reveals how the protagonist's new jutsu, Rasengan Uzuhiko, works. Fans initially had various theories about this jutsu, but it turned out to be even more powerful than anyone anticipated, surpassing even Naruto's jutsu.
Taking place three years after the original series, Boruto: Two Blue Vortex manga follows the storyline of Kawaki reversing his role with his adopted brother, Eida. As a result, the protagonist is forced to leave the village, accompanied by Sasuke Uchiha. During this time, Boruto trains and masters his new technique.

Boruto creates his own Planetary Rasengan
The Rasengan Uzuhiko was unleashed by the protagonist at the start of the latest manga chapter. Unique among other types of ninjutsu, this new technique produced a swirling wind that wrapped around the user's body, making it invisible to the naked eye. When the Black Karma user attempted to counter with the same attack, their efforts were thwarted by Code.
However, the jutsu did not cease its action, instead, it proceeded to wrap itself around Code's arm. Code, the White Karma user, disregarded this maneuver and sought to strike his opponent, but to no avail. Simultaneously, Boruto unleashed his attack upon Code, propelling him several meters away.

The jutsu user was taken aback by Code's ability to stand, while the White Karma user quickly stumbled and had difficulty remaining upright. It was at this moment that Boruto took the opportunity to explain his newly acquired jutsu.
According to Boruto, the Rasengan Uzuhiko utilized the planet's chakra, which was connected to its rotation. This meant that the immense power coursing through Code's body would never fade away, much like how the Earth's rotation is endless. He further explained that the jutsu had a semi-permanent effect, as the damage would persist until the planet ceased its spinning. However, it was clear that Code's demise would occur long before that happened.
In the anime, Naruto Uzumaki is seen utilizing the Planetary Rasengan, showcasing its sheer power. However, there was a solitary method to counteract this formidable jutsu, and that was if the user chose to stop it themselves. Consequently, it becomes evident that the protagonist's new technique is incredibly overpowering, as the mere idea of an opponent's demise upon impact is unimaginable.
Thus, taking into account the utilization of the planet's chakra by Rasengan Uzuhiko, it can be rightfully referred to as a "Planetary Rasengan." This distinguishes it from Naruto Uzumaki's jutsu of the same name, which merely depicted a planet with orbiting moons.

Furthermore, Boruto's Rasengan Uzuhiko surpasses all other jutsu in the franchise without a doubt, due to its higher efficacy rate and unique nature. It should be noted that this jutsu has only been introduced in the manga, leading to the possibility of potential side effects or limitations.
