In order to unlock the Gambling Hall in Isezaki Ijincho, Ichiban should make sure to reach Chapter 9 of Like a Dragon. If he hasn't already gained access to the Gambling Hall, he will first need to head towards the ladder located at Kinka Bridge. It is important for Ichiban to have his Confidence level at least Lv. 4. To reach the bridge quickly, he can opt to take a taxi to the Yokohama Blvd Residential District.

To reach the eastern end of the bridge, precisely opposite Kinka Pharmacy, Ichiban must make his way there. In case he hasn't interacted with them in a prior chapter, he will encounter two individuals who, after a short exchange, will allow him entry to a ladder that leads down into the sewers and, subsequently, to the underground Gambling Hall.

Ichiban needs to make a visit to Survive Bar and have a conversation with Iroha. During their discussion, Iroha reveals that she has additional information regarding a rumor mentioned to Ichiban in a previous chapter. Unfortunately, Ichiban has forgotten about it. Sliding down the ladder and proceeding forward, Ichiban is advised to ignore the right turn leading to the sewer tunnel towards the Gambling Hall. Instead, he should engage in conversation with Chau Ka Long, located directly across from the entrance.

To fully engage in the conversation with Chau and successfully conclude the substory, "Whispers of the Underworld," Ichiban must have attained Confidence Lv. 7 or higher. Failing to meet this requirement, Chau will refuse to interact with Ichiban and request him to come back with a greater level of confidence.
