Engaged in a grueling combat, Star and Stripe came dangerously close to vanquishing Tomura Shigaraki with a mighty blow. Alas, in a final turn of events, he cunningly absconded with her quirk.

Despite the various unique abilities showcased in the My Hero Academia series, it appears that only One for All can rival the destructive force of Tomura Shigaraki's decay quirk. However, fans of the My Hero Academia manga are aware that there was another quirk that instilled fear in All for One - New Order, possessed by Cathleen Bate, America's former top hero.

Cathleen Bate, known as Star and Stripe in the hero community, was hailed as the strongest woman in the world due to her New Order quirk. Even All for One had intentions of dealing with her once he obtained One for All. As America's number one hero, the name Star and Stripe became a powerful deterrent to all.

Star and Stripe, originally known as Cathleen Bate, found herself in a dangerous situation when she and her younger sister were targeted by a supervillain. Fortunately, a Japanese exchange student by the name of All Might came to their rescue and saved them from harm. Inspired by All Might's distinctive blonde hair tufts, Cathleen decided to dye her hair and style it into eight tufts of her own.

As she grew older, Cathleen enlisted in the military to undergo training and eventually became a professional hero. With her intelligence, unwavering determination, and formidable quirk, Cathleen swiftly climbed the ranks and ultimately became the most esteemed hero in America. Reflecting her patriotic costume, Cathleen chose a hero name that paid tribute to the United States flag, serving as the inspiration behind its design.

Despite her numerous accomplishments, Star and Stripe constantly felt inadequate compared to All Might, as she could never reach his unparalleled level of strength. However, her comrades and teammates consistently reassured and praised her, highlighting her existing greatness. With a newfound self-assurance, Cathleen evolved into a more formidable hero for both herself and the United States of America. Furthermore, recognizing her significance as a crucial asset to the nation, the government concealed the specific workings of her unique ability.

Star and Stripe possessed a quirk known as New Order, which granted her the ability to establish rules and impart new qualities upon her surroundings. Essentially, her quirk enabled her to manipulate various aspects of her environment. In addition, she had the capacity to set two rules simultaneously using her quirk.

Following the Dark Hero arc, All For One discusses his plans with Spinner in a cave. Meanwhile, the pro-heroes and police are preoccupied with the escaped convicts, limiting their search for All For One's group. Aware of this, All For One reveals that the biggest challenge they will face is Star and Stripe, America's top hero. He plots to acquire her quirk while Spinner's squad of heteromorph members from the Paranormal Liberation Front continue to eliminate any remaining resistance.

Meanwhile, Endeavor, Hawks, and Best Jeanist head towards the coast in anticipation of backup from Star and Stripe. However, All For One decides to take a risk and sends Tomura to intercept her. Despite his concerns about the outcome, he proceeds with this gamble, believing that if the heroes of Japan unite with Star and Stripe, they would have enough power to defeat him.

With a fusion rate of 98% between Tomura Shigaraki and All For One, Tomura bravely fought against Star and Stripe without any assistance from Japan's heroes. Despite having full access to his multiple quirks, Tomura faced a challenging battle. Despite being able to deliver a powerful blow called the 'State-of-the-Art Hypersonic Intercontinental Cruise Punch,' Star and Stripe managed to pin Tomura down to the ground. Tomura narrowly escaped utter destruction thanks to his regeneration quirk, but acknowledged that activating his decay quirk a second later would have been fatal. After evading Star and Stripe's barrage, Tomura seized the opportunity to steal her quirk by getting close to her.

Fortunately, Star and Stripe had set a rule for her quirk which caused it to revolt against other quirks. This resulted in the vestige of her quirk battling and destroying several of Tomura's other quirks while he barely managed to retreat from the battlefield to pass on his New Order to someone else. Following the intense battle and Star and Stripe's demise at the hands of Tomura, her final vestige declared that although she was unable to kill him, the spirit of heroism would persist and ultimately bring an end to him. Additionally, Tomura's injuries from the fight required a significant amount of time to recover, even with his powerful super regeneration quirk, granting Japan's heroes an additional week to prepare.
