It was unlikely that Oda would have stationed him outside of Egghead without purpose. In the previous chapter, Saturn used his demonic powers to create a summoning circle on Egghead and then summoned himself out of it.
This summoning circle appears to be a manifestation of his Devil Fruit ability. It transforms him into a giant spider-like creature with the upper half resembling an ox or an Oni.
