Nedar is also a member of the Zhat Vash, a legendary group of operatives dedicated to protecting a cataclysmic secret. The Zhat Vash's main objective is to eradicate all forms of synthetic life, which led Nedar to infiltrate Starfleet under the guise of Commodore Oh. Through her position, she advanced through the ranks and executed her plan to prevent the rise of artificial intelligence.
Commodore Oh's infiltration of Starfleet Command involved the devastating Attack on Mars and subsequent ban on synths, effectively halting the work of Dr. Bruce Maddox and Dr. Agnes Jurati. After five years, Oh ascended to the role of Head of Starfleet Security, where she continued to pursue her ultimate purpose. This included assassinating Dahj Asha and orchestrating an attack on Dr. Altan Inigo Soong and his synth community on Coppelius. In essence, nearly every antagonist in Star Trek: Picard season 1 ultimately answered to Commodore Oh, solidifying her status as an incredibly successful operative.
Will Commodore Oh Return To Star Trek?
Commodore Oh, or Nedar as she is formally known, remains an active character in the Star Trek universe. Despite her failure to destroy Coppelius in the first season of Star Trek: Picard, she has yet to fulfill her role as the prophesied "Destroyer" of the Zhat Vash. This suggests that there is still an impending reckoning between the Romulans and artificial intelligence in the future of Star Trek. With the return of Data, who was previously deceased, he could become the perfect adversary for Commodore Oh and the Zhat Vash. While Data has become human in Picard season 3, he will likely empathize with the androids and synthetic lifeforms threatened by the Zhat Vash, and may seek revenge for Commodore Oh's involvement in the death of Bruce Maddox.
The potential conflict between Data and Commodore Oh makes her a compelling candidate for a recurring villain in a continuation of Star Trek: Picard, should a series like Star Trek: Legacy be commissioned. The Zhat Vash would have closely observed the reversal of the synth ban, followed Soji Asha's diplomatic mission (who is considered Data's "daughter"), and may have even feared the Borg assimilation as their foretold apocalypse.
