The Stabilized perk not only grants armor penetration to the Pepper Shaker when wearing Power Armor, but wearing the Strangler Heart Power Armor provides additional bonuses to the weapon. Specifically, each pellet fired by the Pepper Shaker while wearing the Strangler Heart Power Armor inflicts additional Acid/Poison damage.

If they do, then it's best to choose any of the VATS-related legendary effects. However, if VATS is not a priority, then options like reload speed, weight reduction, and durability legendary effects are reliable alternatives.
