Garp, known as "Hero," has consistently been portrayed as a kind-hearted individual. The same can be said for other Marines like Smoker, Fujitora, Sengoku, Koby, and many more, all of whom have demonstrated a strong inclination to act with compassion and righteousness.
According to One Piece chapter 1094, all Marines ranked Rear Admiral and above are aware that Saturn is a devil incarnate.
