The role of the ultimate adversary for the characters should be given to someone who can truly be seen as such, and neither leader of PADRE met that criteria, especially with Virginia and Strand both being much more menacing villains.
FTWD requires a formidable adversary who can outshine all others. It is crucial that the ultimate villain has a profound and personal connection to the characters, and Troy would certainly possess that if he were to make a comeback in Fear the Walking Dead season 8. Furthermore, Troy would have a strong affiliation with the specific group that is expected to play a significant role in the show. While Dwight mentioned his intention to return home and Morgan seems determined to locate Rick Grimes, the absence of Grace, who has passed away, leaves the series lacking many characters introduced after its reimagining in season 4. Conversely, several key protagonists from the initial three seasons, including Daniel, Madison, Strand, and Luciana, are set to return. With these four individuals present, Troy would be the ideal adversary to serve as the final challenge.
