Thrawn Seems To Have Built His Own Empire - Inside The Empire
It appears that Grand Admiral Thrawn has established his own Empire within the confines of the larger Empire. This idea was first introduced in Timothy Zahn's Thrawn: Ascendancy trilogy, where it was revealed that the Chiss had never truly banished him. Instead, they purposely positioned him within the galactic government to represent their interests. In fact, Thrawn is even known to have discreetly relocated trusted allies from the Empire to the Chiss Ascendancy, located in the enigmatic Unknown Regions.
Lady Morgan Elsbeth's loyalty to Thrawn stems from a deep personal connection rather than her allegiance to the Empire. As the only non-human to achieve the rank of Grand Admiral, Thrawn's struggles with political affairs likely led him to seek Morgan's support as an ally. It is worth noting that the Imperial Shadow Council, introduced in The Mandalorian season 3, had no knowledge of Thrawn's whereabouts. With the exception of Gilad Pellaeon, another close friend of Thrawn, it is safe to assume that none of them were aware of Morgan's mission in Ahsoka.
