Perhaps not every conversation will include the [Flirt] option, but it is advisable to choose it whenever it is available. Even if the character initially rejects the player or seems surprised or uncomfortable with the player's words, it is important for the NPC to know that the player is interested in them and values what they have to say.
Complete The Relationship Mission
After approximately five conversation activities, the selected character will perceive the player as a trusted confidant, someone they can confide in. This confidential revelation opens the door to a unique relationship quest for each character, which can revolve around either a romantic endeavor or providing assistance as a friend. In any case, each of the four romance choices available in Starfield offers one of these distinctive quests.
Upon completing the quest, players can once again engage in [Flirting] with the character. From here, they have the opportunity to solidify their relationship by choosing to become either an Ally, a formal dating partner for them, or simply a good friend.
