Starfield's city of Neon is renowned as one of the liveliest spots in the Settled Systems. This bustling hub is not only the headquarters of numerous corporations, including the influential Ryujin Industries faction, but it also serves as a hotbed of criminal activity. From the towering Trade Tower to the depths of the Underbelly, the city exudes an atmosphere of corruption and fierce competition that engulfs its residents.
Within the confines of the Underbelly, Starfield players will discover an array of food vendors, as well as the Xenofresh Processing Facility, where Aurora can be manufactured. Should players choose to visit the Quikshop, they will encounter the despondent Katherine Luzion, who is unwilling to engage in conversation until a certain amount of time has elapsed. After a 24-hour period, players can return to her and begin the quest "Unjustified" by speaking with her.
Speak With Tevin Anastas
Katherine reveals that her husband, Thomas, was killed, and there was a secret collaboration between the murderer and the notoriously corrupt Neon Security forces. She mentions Tevin Anastas as the sole witness to the crime and requests players to talk to him for more details. Tevin can be located at The Emporium in Bayu Plaza, where he works as a vendor.
Initially, Tevin is hesitant to discuss the matter due to the threat of death if he discloses any information about the incident. However, players can easily convince him and the Intimidate dialogue options highlighted in red are especially effective. Alternatively, completing a side quest for Tevin may earn his trust. Tevin discloses that the killer is a man named Rusty and reveals his whereabouts in the Sleep Crates near Madame Sauvage's Place in the Ebbside district.
Find Rusty
After conversing with Rusty, players have the opportunity to interrogate him about the murder, to which he promptly confesses, although insisting it was unintentional. Subsequently, Rusty pleads for leniency, giving players several choices to make. The initial option allows players to physically confront Rusty, bearing in mind he is armed and will retaliate. Alternatively, the second option permits Rusty to escape from the town, effectively letting him evade punishment. Finally, players who possess specific traits may encounter additional dialogue choices. For instance, those with the Space Scoundrel perk can exploit the situation, robbing Rusty of all his credits before allowing him to depart.
After resolving the issue with Rusty, players can inform Katherine of the mission's outcome. Although the unidentified Neon Security guards may leave a sense of unfinished business, Katherine expresses gratitude for the street justice and offers players a reward in the form of credits. The choice to accept or decline this payment does not yield any additional benefits. Starfield is currently accessible on PC and Xbox Series X/S.
