Why Amaia & Tommaso's Deaths In Dead City Are So Tragic
I believe that she did not have sufficient time to reconcile with him. It appears to me that she was still actively trying to come to terms with the situation, especially considering her struggle to breathe due to the presence of methane. In that particular moment, she seemed to have reached a point where she was almost ready to give up, primarily because we had just experienced the loss of everyone from our tribe, which is an immensely burdensome situation to endure.
As Amaia is tragically torn apart, Maggie witnesses another devastating loss: Tommaso's demise caused by a lurking Walker in the sewers. With the absence of Amaia and Tommaso, their entire survivor family, once committed to thwarting The Croat, has perished. Consequently, all the tireless years they devoted to preventing The Croat from gaining further control in Manhattan prove futile, ultimately thwarted by Tommaso's treachery.
However, the twist in The Walking Dead: Dead City involving Maggie and Negan also implicates Maggie in the deaths of Amaia and Tommaso. In episode 5, it is revealed that Maggie brought Negan to New York City with the intention of trading him to The Croat in exchange for Hershel.
