The purpose of the bill, as explained by Wilson, was to add 'sexual contact' to Kentucky’s statute defining incest. He highlighted that the existing legislation only applied to cases of intercourse, excluding sexual touching or groping by individuals with a familial relationship. Wilson's bill aimed to address this gap in the law by making such sexual contact a Class D Felony, with increased penalties in cases involving victims under the age of 12.
