In the latest episode of the AIAS Game Maker's Notebook podcast, Howard explained that Lead Designer Emil Pagliarulo and his team began by defining the new universe in broad strokes. The art team, led by Istvan Pely, then contributed concept art to establish the game's overall atmosphere and themes. Following this, the studio's writers developed the lore timeline for Starfield, leading up to the events of the game. In addition to crafting the main quest, this stage of the creative process involved writing various backstories found in the game's books and notes.

After completing the main timeline, the team focused on finalizing the game's actual story, delving into quest design and dialogue. While the specific duration for each stage was not explained by Howard, it has been confirmed that Starfield contains more than 200,000 lines of spoken dialogue, indicating that this aspect of the creative process was the most time-consuming. The experienced industry veteran believes that the overall effort was worthwhile, suggesting that the resulting lore is "almost" as intricate as that of an established series.
